Anne Hird Rabin — a results-driven infrastructure industry leader, was recently invited to be a panelist at The 2020 P3 Conference: Where the Public and Private Sectors Meet. The conference was a two-day long event, March 2, 2020, to March 4, 2020, in Dallas, Texas. Anne was invited to speak on the panel for The Benefits of Progressive P3.

“This procurement practice is being discussed because of certain challenges that we’ve faced in the market on larger procurements. These challenges have been particularly with cost, political risk, and most definitely risk allocation. I thought in today’s panel we should begin by discussing what P3 really is — we probably have varying views on that as well.

“What kind of projects would be good candidates for P3? What are the benefits or disadvantages of doing a progressive P3? A few of the advantages of competitive procurement, the traditional three to four shortlisted teams; is the competition. That comes both in price, and then as a sub-topic to that is innovation, which can help drive a better price. What I’m not sure is, and those of you who have been involved with the progressive P3 will know, is that how do you ensure the level of competition is as robust on a progressive P3 as it is for a competitive procurement or a shootout procurement?”
